1. All Manufacturers and Importers of Lighting Products New
The Public Authority for Industry announces the issuance of Ministerial Resolution No. 19 of 2025 regarding the adoption of two (2) mandatory Kuwaiti Technical Regulations concerning energy efficiency requirements, functionality requirements, and labeling requirements for lighting products – Part 1 and Part 2.
Accordingly, all manufacturers and importers of the above-mentioned lighting products are requested not to import any of these products unless all requirements of the regulations are fulfilled. Products must also be registered through PAI Energy Efficiency Registration System,and the Energy Efficiency Label must be issued and printed on the product packaging for all products subject to the above-mentioned technical regulations. Compliance with the procedures of the Kuwaiti Conformity Assurance Program is also mandatory, effective from 17 August 2026.

2. For All Manufacturers and Importers of Construction (Cement, White bricks, Steel)New
Importers and manufacturers of building materials are required to comply with Ministerial Resolution No. 16 of 2025 regarding the mandatory application of the Kuwait Quality Mark for (reinforcing steel, Portland cement, white bricks, and concrete bricks) date being 21/6/2026.
3. For All Manufacturers and Importers of Household Detergents
The Public Authority for Industry would like to inform all importers and manufacturers of household detergent about the date of implementation of Ministerial Resolution No. 13 of 2023 regarding the Kuwaiti Technical Regulation No. KWS GSO 151:2023 for the synthetic detergents - household synthetic washing powders as of 23-07-2024
And Ministerial Resolution No. 3 of 2024 regarding the implementation of the Technical Regulation KWS GSO. 2555:2022 for the general safety requirements for household cleaners as of 01-01-2025.
And to emphasizing all importers and manufacturers of such products to comply with the requirements of these regulations. Noting that all Detergents shipment clearance will be through Tabak platform.
4. FOR All water conservation tool Manufactures and Importers
The Public Authority for Industry would like to announce the adoption of GCC technical regulation for water conservation tools and will be implemented as mandatory regulation starting from July 1st, 2024.
Therefore, for all manufacturers and importers please insure not to import any products falls under scope of water conservation tools regulation until you confirm that product is comply with regulation and get gulf type examination certificate and affix the label on these products.

5. Moassel tobacco
The Public Authority for Industry requests all companies importing molasses tobacco products to adhere to the requirements of the updated Technical Regulation No. KWS GSO 1415:2022.

6. For All Manufacturers and Importers of Toys
The Public Authority for Industry would like to warn that children’s toys products shall not be displayed/sold in the Kuwaiti market unless the Gulf conformity tracking symbol, which is included in the QR Code, is appeared on children’s toys, starting from 01-09-2022.
Noting that the Public Authority for Industry is in the process of conducting market survey campaigns in cooperation with the Ministry of Trade and Industry - Consumer Protection, to verify the compliance of companies with the required technical requirements in this regard.
